Huairou Laboratory, the People’s Government of Xinjiang Uygur Autonomous Region and CNPC Ink Framework Agreement on Jointly Building Huairou Laboratory Xinjiang Base

On March 11, Huairou Laboratory, the People’s Government of Xinjiang Uygur Autonomous Region and China National Petroleum Corporation (CNPC) inked a framework agreement on jointly building the Huairou Laboratory Xinjiang Base in Beijing.

Participants to the signing ceremony were Secretary of the Xinjiang Uygur Autonomous Region Committee of the CPC Ma Xingrui, Chairman of Xinjiang Uygur Autonomous Region Erkin Tuniyaz, Deputy Secretary of the Xinjiang Uygur Autonomous Region Committee of the CPC Li Yifei, member of the Standing Committee of the CPC Beijing Municipal Committee Yu Yingjie, Huairou Laboratory Director Tang Guangfu, CNPC Chairman Dai Houliang, and CNPC President Hou Qijun.

Inaugurated in Urumqi in July 2023, Huairou Laboratory Xinjiang Base makes strategic, forward-looking, and fundamental scientific and technological innovation by centering on oil & gas exploration and development and the transformation of characteristic advantages. According to the agreement, the three parties will follow the principle of " achieving common development, shared growth and win-win outcomes through joint consultation", fully support the construction and operation of the Xinjiang Base in terms of institutional mechanisms, policy support, talent team, and scientific research tasks. The three parties will use Xinjiang Base as a link to strengthen work coordination, form a joint innovation model combining points and areas, and jointly build China’s national strategic scientific and technological strength in the oil and gas field.

Chen Weijun, member of the Standing Committee of the CPC Xinjiang Uygur Autonomous Region Committee presided over the signing ceremony. Also present at the signing ceremony were Member of the Standing Committee of the CPC Xinjiang Uygur Autonomous Region Committee Qadan Käbenuly, Vice Chair of the People’s Government of Xinjiang Uygur Autonomous Region Xue Bin, Vice Chair of the People’s Government of Xinjiang Uygur Autonomous Region Kessel Abdukram, Member of the Standing Committee of the CPC Xinjiang Production and Construction Corps Committee Ha Zengyou, officials from relevant departments of Xinjiang Uygur Autonomous Region and the Xinjiang Production and Construction Corps, Deputy Secretary-General of Huairou Laboratory Wang Li, Director of Xinjiang Research Institute Sun Longde, as well as CNPC Vice President Ren Lixin, CNPC Chief Geologist Jiang Tongwen.
