Huairou Laboratory and NCEPU Sign Agreement to Establish Huairou Laboratory School

On March 21, Huairou Laboratory and the North China Electric Power University (NCEPU) held a signing ceremony to mark the establishment of the Huairou Laboratory School. Attendees from Huairou Laboratory include Party Secretary Yu Yingjie, Director Tang Guangfu, and Assistant Director Pang Hui; NCEPU’s delegation comprised Party Secretary Wang Qinghua, President Bi Tianshu, Deputy Secretary He Hua, Vice President Tan Qinliang, Deputy Secretary Sun Chuanxin, Vice President Lu Wei, and Vice President Fang Fang.
Yu Yingjie emphasized that Huairou Laboratory carries the historic mission of achieving the "dual carbon" goals - peaking carbon emissions by 2030 and reaching carbon neutrality by 2060 while also safeguarding national energy security. Additionally, the laboratory plays a key role in the nation’s pursuit of technological self-reliance and strength. NCEPU, aligning closely with national strategic priorities and the development of strategic scientific and technological capabilities, has leveraged its expertise in the energy and power sectors to actively contribute to the construction of Beijing International Science and Technology Innovation Center, providing invaluable support to Huairou Laboratory’s growth. He expressed optimism for deeper collaboration, combining the laboratory’s strengths under the new-type nationwide mobilization system with NCEPU’s role as a key player in fundamental research. Together, they aim to create a hub for original innovations in new energy, a base for translating scientific breakthroughs into practical applications, and a demonstration zone that integrates education, technology, and talent development — further contributing to Beijing’s "Four Centers" initiative.
Tang Guangfu expressed gratitude to NCEPU for its comprehensive support in team development, talent cultivation, and research platform building since the laboratory’s inception. He emphasized that the establishment of the Huairou Laboratory School comes at a pivotal moment in the pursuit of carbon neutrality and energy transformation, aligning with the national objectives of driving breakthroughs and nurturing talent. It represents a significant step toward integrating science research with education. Looking ahead, the laboratory seeks to deepen its collaboration with NCEPU, leveraging shared resources to build a distinguished academic brand, cultivate high-calibre scientific and technological talent in the energy sector, and contribute to the advancement of high-quality energy development.
Wang Qinghua highlighted the groundbreaking and exemplary significance of the partnership. The Huairou Laboratory School will focus on cultivating top-tier innovative talent in the energy sector, enhancing collaborative mechanisms, and establishing a world-class doctoral education system with Chinese characteristics. This initiative is designed to cultivate strategically important and high-demand talent, strengthen efforts to create a global talent hub and achieve self-reliance in cutting-edge technologies. NCEPU remains committed to supporting Huairou Laboratory’s development in all areas, collaborating to address key scientific challenges and core technologies, and further advancing the development of Beijing International Science and Technology Innovation Center.
Pang Hui, Assistant Director of the Laboratory, and Fang Fang, Vice President of NCEPU, signed the agreement on behalf of their respective institutions. The ceremony was witnessed by Party Secretary Yu Yingjie, Director Tang Guangfu, Party Secretary Wang Qinghua, and President Bi Tianshu, with representatives from relevant departments of both organizations in attendance.
