The Founding Meeting & 2023 First Plenary Meeting of the Strategic Advisory Committee of Huairou Laboratory Being Held in Beijing

On December 9, the founding meeting & 2023 first plenary meeting of the Strategic Advisory Committee of Huairou Laboratory were held in Beijing. Attendees of the meeting included Yu Yingjie, Deputy Mayor of Beijing Municipality, Sui Zhenjiang, member of the Party Leadership Group of the People's Government of Beijing Municipality, Tang Guangfu, Huairou Laboratory Director and Academician of the CAE, leaders from the Ministry of Science and Technology, Ren Jingdong, Deputy Director of the National Energy Administration, Xin Bao'an, Chairman of the State Grid Corporation of China, Lei Mingshan, Chairman of the China Three Gorges Corporation, Liu Guoyue, Chairman of the CHN Energy Investment Group, leaders of Beijing Municipal Science and Technology Commission and Administrative Commission of Zhongguancun Science Park, as well as 21 academicians and 4 experts in the energy field.

Yu Yingjie congratulated the establishment of the Committee, He said that green transformation had become one of the most urgent challenges in the global energy field. By carrying out strategic researches, the strategic expert panel can offer professional opinions on important trends and major issues in the global energy field, thereby contributing to the mission of Huairou Laboratory and China's energy transition. He emphasized that the Energy Strategic Expert Panel should well grasp the direction and issues of strategic research, innovate the models and mechanisms of strategic research, and make good use of the results of strategic research, so as to help China to realize high-level sci-tech self-reliance in the energy field at a faster pace.

Leaders from the Ministry of Science and Technology and the National Energy Administration expressed support for the strategic researches of Huairou Laboratory. They pointed out that Huairou Laboratory should aim to become a first-class scientific research organization with international influence as well as the think tank and brain of China in the energy field. They suggested that Huairou Laboratory should give full play to the advantages of the new system for mobilizing the resources nationwide, and participate in the planning of major energy projects under S&T Innovation 2030 as well as S&T innovations of the energy field during the "15th Five-Year Plan". Meanwhile, Huairou Laboratory should also well utilize the support policies for the demonstration applications of first units (sets) of major technical equipment in the energy sector, and accelerate the transfer and application of scientific and technological achievements.

The meeting was moderated by Shu Yinbiao, Chair of the Strategic Advisory Committee, consultant to the State Grid Corporation of China and academician of the CAE. He said that Huairou Laboratory, as a pioneering national scientific research organization and an important S&T force in the energy field, one of its important mission is to carry out strategic researches to support the innovative development of China's energy sector. At present, there were still many uncertainties in China's energy transition. Strategic energy researches featured heavy tasks with great challenges. It was necessary to give full play to the advantages of the new system for mobilizing the resources nationwide and bring together various scientists to jointly discuss the energy transition path of China and provide support to the innovative development of China's energy sector at critical moments and nodes.

Participating experts fully discussed the difficulties and bottlenecks that restricted and affected the high-quality transition and development of China's energy sector, with a focus on the epochal topic of "building a nation with strong energy force and promoting the dual-carbon strategic transformation". Based on the actuality of the scientific and technological innovations in the energy sector, the experts put forward systematic and guiding suggestions regarding China's energy sector, covering macro policies, industrial policies, critical basic researches, cutting-edge and leading technologies, and significant research proposals in the near, medium and long term. Important consensuses were also reached at the meeting.

Laboratory Director Tang Guangfu expressed his most sincere thanks to all the leaders, academicians and experts who attended the meeting. He said that the meeting was a high-end think tank event for intellectual sharing and a unity event for green development. Leveraging on its platform advantages and the intellectual resources of the Strategic Advisory Committee, Huairou Laboratory will systematically carry out strategic energy researches, to provide advices and suggestions for China's energy development and offer a scientific basis for the decision making of energy policies in China.
