Huairou Laboratory, Xinjiang Uygur Autonomous Region, and Sinopec Group Sign Framework Agreement for Joint Construction of Huairou Lab Xinjiang Base

On July 1, Huairou Laboratory, the People's Government of the Xinjiang Uygur Autonomous Region, and China Petroleum & Chemical Corporation (Sinopec) signed a framework agreement for the joint construction of the Huairou Lab Xinjiang Base in Urumqi.

Present at the signing ceremony were Ma Xingrui, Secretary of the Xinjiang Uygur Autonomous Region Party Committee; Erkin Tuniyaz, Chairman of Xinjiang Uygur Autonomous Region ; Academician Tang Guangfu, Director of Huairou Laboratory; and Academician Ma Yongsheng, Chairman of Sinopec.

The establishment of the Huairou Lab Xinjiang Base represents a major step in building a national strategic scientific and technological force in the oil and gas sector. Per the agreement, the three parties will engage in comprehensive cooperation following the principles of "joint consultation, joint construction, sharing, and mutual benefit," providing full support for the construction and operation of the Xinjiang Base in areas such as systems, mechanisms, policies, talent cultivation, and research. They aim to form a combined innovation model that integrates points and surfaces, actively pursue strategic, forward-looking, and fundamental scientific and technological innovations, collectively tackle key technologies, and ensure national energy security.

Also present at the signing ceremony were He Zhongyou, Deputy Secretary of the Xinjiang Uygur Autonomous Region Party Committee; Chen Weijun, Executive Vice Chairman of the Autonomous Region; Xue Bin, Vice Chairman of the Autonomous Region; Kaisaer Abdukirim, Vice Chairman of the Autonomous Region; Jin Zhizhen, Vice Chairman of the Xinjiang Committee of CPPCC; responsible persons of the relevant departments of the autonomous region and the Production and Construction Corps; Wang Li, Deputy Secretary-General of Huairou Laboratory; Academician Sun Longde, Director of the Xinjiang Base; relevant responsible persons from Huairou Laboratory; Lü Lianggong, Vice President of Sinopec; and relevant responsible persons from Sinopec.
